Usamos neither quando estamos nos referindo a duas coisas distintas: neither restaurant is very good / nenhum dos (dois) restaurantes é muito bom.
Também usamos a estrutura neither of, mas nesse caso precisaremos sempre das palavras the, these, those, my, your etc.: neither of the restaurants was very good / nenhum dos restaurantes era muito bom: neither of those paintings was an original / nenhuma daquelas pinturas era um original (não podemos dizer neither of restaurants, neither of paintings).
Depois de neither of também podemos usar os pronomes pessoais us, you, them: I wanted to talk to George and Martha, but neither of them came to school today / eu queria falar com George e Martha, mas nenhum deles veio à escola hoje.
A estrutura neither ... nor (“nem ... nem”) é bastante usada em inglês: neither George nor Martha came to school today / nem George nem Martha vieram à escola hoje.
